Synopsis

These 31 papers comprise the proceedings of a NATO Advanced Research Workshop held in May 1997 in Sinaia, Romania, which provided a forum on the situation of science and technology in the context of globalization and restricted funding in many areas of the world. As 1997 was the year in which the first countries in Central and Eastern Europe applied for NATO membership, particular foci are on problems characteristic of this region and international collaboration as a tool for decision- and policy-makers. The papers are organized into sessions on: tendencies, actors, roles, and specific mechanisms in the new global research and development context; the effect of globalization on science and technology management; and policies for facing new technological challenges.
